This neighborhood is located in the western part of town, near the ocean. Each lot is quiet large and has room for a barn, maybe a chicken coop, and possibly even a few crops (although the soil is of low-quality fertility), and is only a short walk from the beach. This area is perfect for those people that don't mind being distant from the rest of town, so long as they have their own farm or ranch. A few downsides to living here is that it's the most distant neighborhood from the town out of all your four starting choices. It's a very long walk from places such as the mountains, mines, or the forest, and getting to town to buy things can be a task in itself. Plus, the soil isn't very good for crowing crops.
