When you go to The Harvest Goddess's Shrine, you can easily summon the goddess to this location by tossing an item into the pond below the very short cliff. The Goddess will then rise from the water to help solve the problem for which you need to talk to her. However, if you don't have anything important to ask her or if you don't need her guidance, she may become angry with you for summoning her for no reason.
Also, tossing in worthless items will get you nothing. To prove that you need her you must toss in something of value. That's not to say, however, that diamond jewelery needs to be tossed in. Anything you've grown yourself such as crops or animal products, as well as ores or things you've found around town by scavenging can be thrown in. Try to avoid presenting her with garbage, or things like lumber or stones.
To get her to upgrade one of your tools to Goddess level, you must first toss in the gold level tool you wish for her to upgrade. When you toss in the gold tool, she'll appear and ask if you want her to bless the item. She'll graciously bless the item after seeing you've done the hard work it took to reach it to gold level.
